Licences for a pet grooming business: the full list

A grooming business usually needs a state business registration, a local permit and a sales tax account, plus animal facility rules some states add.

What to take away

  • No national license covers grooming. The licenses for a pet grooming business are a state business registration, a municipal business license, and a sales tax account where grooming is taxable.
  • Some states add an animal facility registration or kennel license on top, and a few require nothing of groomers at all.
  • Mobile units often need a second set of answerswhere the van may park and operate is a municipal question, not a state one.
  • A written reply that says no permit is required is worth as much as a permit. File it.
  • Confirm every item with your secretary of state, the state agency that regulates animal facilities, and your municipal licensing office.

No single license makes a grooming business legal in the United States. The list is short, and most of it is local. Here is what each item is, who issues it, and what it costs.

The state business registration

Every state requires a business to register before it trades. You file Articles of Organization for a limited liability company, Articles of Incorporation for a corporation, or a Certificate of Formation, depending on the state and the entity you choose. A sole proprietor usually files nothing at the state level.

Filing fees are set by state and entity type. California charges $70 for Form LLC-1, then a $20 Statement of Information every two years, plus an $800 minimum franchise tax on most LLCs. Texas charges $300 for Form 205, Florida $125 for Articles of Organization, and New York $200 plus a newspaper publication requirement.

The office that handles it is usually the secretary of state, and in a few states a separate business bureau. The licensing and compliance guide walks through the same filings in more detail.

If you trade under a name other than your own legal name, most states also want a trade name, fictitious name, or DBA registration. Florida charges about $50. California files the statement with the county clerk, where the fee typically runs from about $25 to $50. That is a second filing, not a repeat of the first.

The seller's permit or sales tax account

Grooming is taxable in some states and exempt in others, and the rule can turn on whether you sell retail products alongside the service.

Sales Tax Permit Steps

  1. Check if grooming is taxable in your state
  2. Apply for seller's permit or Certificate of Authority
  3. Get permit before charging first client
  4. Put permit number on invoices
  5. File returns monthly, quarterly or annually

Where it is taxable, you need a seller's permit, sales tax permit, or Certificate of Authority from the state department of revenue. California's seller's permit comes from the CDTFA, Texas's Form AP-201 from the Comptroller, and New York's Certificate of Authority from the Department of Taxation and Finance. None of the three charges a fee for the permit itself.

You need the permit before you charge the first client. The permit number goes on your invoices. The return is filed monthly, quarterly or annually depending on volume, and the rate is the state rate plus any local district. Ask the department of revenue for the rate at your address, because it is not the same across a state.

The municipal business license

Cities and counties issue their own business license or business tax receipt, separate from anything the state requires. You apply to the city or county licensing office for the address you will actually operate from. Los Angeles issues a Business Tax Registration Certificate, Miami-Dade a Local Business Tax Receipt, and Chicago a city business license.

Fees commonly run from about $50 to $500 a year, and many cities base them on gross receipts or on a flat schedule by business category.

This is also where zoning is settled. A grooming salon is a commercial use, and a home salon is a home occupation with its own conditions on traffic, signage, hours and the number of animals on site.

A home occupation permit is often free or a small fee. A use that is not allowed outright needs a conditional use permit or special use permit, and the application fee commonly runs from a few hundred dollars to several thousand. A mobile unit adds a question about where it may park and run.

Get the zoning answer before you sign a lease. A change of use or a special use permit can rule out a building entirely.

The animal facility registration

A handful of states regulate the premises where animals are held, not the groomer. In those states a grooming salon registers as an animal facility, kennel, or boarding establishment, and the state agriculture department or a state board inspects it.

Animal Facility Registration Checklist

  • Check if your state regulates animal facilities
  • Register as kennel or boarding establishment
  • Prepare for inspection by agriculture department
  • Meet kennel space, ventilation, sanitation, water rules
  • Maintain records and holding time logs

Virginia's Department of Agriculture and Consumer Services licenses kennels and pet shops. Pennsylvania's Bureau of Dog Law Enforcement issues kennel licenses. In both states the trigger is boarding or holding animals rather than grooming alone, and the annual fee is typically a few tens of dollars to a few hundred.

The requirements usually cover kennel space, ventilation, sanitation and water. Record keeping and holding time are the other two.

Some states treat holding an animal between drop off and collection as a separate activity from grooming it. Several states require no groomer license and no facility registration. If yours is one, get that in writing and file it.

What is not on the list

There is no federal grooming license and no national certification that grants permission to trade. A USDA Animal Welfare Act license from APHIS covers dealers, exhibitors and breeders who sell animals, and a salon that only grooms does not need one.

Voluntary certifications from trade associations describe training, not legal authority. They are worth holding for other reasons and they do not replace any filing above.

Tasks that count as veterinary medicine are restricted to licensed veterinarians, and the line moves by state. A groomer's own duty does not move: record what is visible, tell the owner, and refer them to a veterinarian rather than offering a view on the animal's condition.

Questions that arrive with the first employee

Once you hire, a second set of registrations attaches. You need an Employer Identification Number from the Internal Revenue Service, free on Form SS-4. You also need state withholding and unemployment insurance accounts, free to open, and workers' compensation coverage as your state requires.

First Employee Registrations

  • Obtain Employer Identification Number (Form SS-4)
  • Open state withholding account
  • Open unemployment insurance account
  • Get workers' compensation coverage
  • Review wage and hour rules

The Department of Labor's small business compliance material covers wage and hour rules for the role. The Occupational Safety and Health Administration's safety program framework covers the third item below. OSHA's On-Site Consultation Program gives small employers a free safety review.

  • Whether the person is an employee or a contractor, and what renting a chair counts as in your state.
  • Which workplace safety obligations apply to a room with water, powered equipment and animals.
  • Which records to keep, and for how long.

The register that holds the answers

Fill a row for every reply, including the ones that say no permission is needed. A recorded no is what protects you if the question is raised later, and it costs nothing to file.

Compliance Register Fields

Public access to the premises has its own obligations. The Department of Justice guide to the Americans with Disabilities Act for small businesses is the general reference.

For an office new to the trade, the Bureau of Labor Statistics profile of animal care and service work is a plain summary of the work itself.

When to file

Before the lease is signed, not after.

This work sits in phase two of how to start a pet grooming business, beside the room drawing and the packaging of your service menu. Next come equipment purchases, guided by the equipment checklist for new owners and the reasoning in the equipment and setup guide.

Repeat the full list for any second site, since municipal answers differ; the expansion and market guide covers that.

Common questions

Is there a single national grooming license?

No. There is no federal grooming license, and no national certification grants permission to trade. That is why the state and municipal filings above are the whole of the list.

What do the filings cost in total?

LLC or corporate formation typically runs from about $50 to $500, a DBA from about $10 to $100, and a municipal business license from about $50 to $500 a year. The state sales tax permit and the Employer Identification Number are free.

What if the state requires nothing of groomers?

Then record that answer and move to the municipality, which is where a home salon or a mobile unit most often finds a condition. A state that requires nothing of groomers may still regulate the premises or the holding of animals.

Are voluntary certifications the same as licenses?

They are not. A voluntary certification says something about training and nothing about permission to trade. Both can be worth holding, for different reasons, and neither substitutes for the other.

How long should the records be kept?

For as long as the business trades at that address, and beyond it where a document has a renewal cycle. The register is small, and reconstructing it later is not.
